Rapid Review – Financial Delivery & Governance

Engagement Overview

This programme is part of the SDK Partners ‘Rapid Review’ series and is delivered end-to-end over a 3-week period. Based on our extensive experience supporting numerous organisations with financial recovery and improvement, we’ve developed a review and report package which provides critical assurance to senior leaders and stakeholders (internal and external) on their in-year financial delivery.

Whilst engagement early in the financial year will maximise the opportunity for in-year improvement, we can engage and work with clients at any time during the year and we can also provide further support with action plan implementation if required.

What Do We Review?

  • Assessment of in-year and likely forecast outturn financial positions and financial risk management.
  • Financial governance and reporting arrangements within the organisation.
  • Detailed assessment of QIPP/CIP plans to establish the degree of deliverability during the current year.
  • Review and assessment of programme management and other operational arrangements supporting financial delivery.

What We Tell You

We provide a final report and feedback/review session with key stakeholders covering the following:

  • Independent view on the year-to-date and forecast financial position v plan, risk assessed and what can be done to improve including business as usual risk management arrangements e.g. contract management;
  • Summary of key issues relating to governance and reporting and how they can be improved;
  • Specific assessment of current and forecast QIPP/CIP delivery v plan and actions to accelerate improvement;
  • Highlight areas of concern in relation to programme management and operational arrangements with actions to improve.

Rapid Review – Capacity and Capability (Financial Delivery)

Engagement Overview

This programme is part of the SDK Partners ‘Rapid Review’ series and is delivered end-to-end over a 2-3 week period. With a specific focus on senior leadership and operations, this review provides an objective and independent assessment of capacity and capability and organisational operating arrangements supporting financial delivery.

Engagement can be on a standalone basis or incorporated as part of an extended organisational review alongside our Financial Delivery and Governance programme.

What Do We Review?

  • Strength and depth of senior leadership and focus on financial delivery as a key priority.
  • Governance and operational arrangements supporting and assuring financial delivery including accountability framework.
  • Financial management leadership capacity and capability across the organisation.
  • Operational resource levels supporting financial and programme delivery e.g. QIPP/CIP leadership and delivery capacity and capability.

What We Tell You

We provide a final report and feedback/review session with key stakeholders covering the following:

  • Gaps/areas for improvement in senior leadership capacity and capability supporting financial delivery;
  • Improvements/suggested changes to governance and operational arrangements to strengthen scrutiny, accountability, assurance and financial delivery;
  • Organisational learning requirements to support development of financial management competencies;
  • Gap analysis and resource requirements to strengthen financial and programme delivery capacity and capability;
  • Other observations influencing improved financial performance.

Rapid Review – Contract Management Effectiveness

Engagement Overview

This programme is part of the SDK Partners ‘Rapid Review’ series and is delivered end-to-end over a 3-week period. Based on our extensive experience supporting numerous organisations, we’ve developed a review and report package which reviews and provides assurance to senior leaders and stakeholders on the effectiveness of their contract management arrangements; This review is particularly targeted at NHS Commissioning Organisations (either individual or collaborative groups of commissioners).

What Do We Review?

  • Organisation’s contract portfolio to assess materiality, significance and performance of contracts.
  • Contract performance management arrangements including governance and operational arrangements and levels of contract challenge through to conclusion.
  • Organisation (including ownership and accountability) and resource levels of contract management function.
  • Collaborative/joint arrangements around key contracts and providers.
  • Basis of financial forecasting/modelling and alignment between contracting and financial reporting.
  • Deep dive PbR analytical review (subject to agreement with client).

What We Tell You

We provide a final report and feedback/review session with key stakeholders covering the following:

  • Independent view on the year-to-date and forecast financial position of contracts v plan, risk assessed and identify specific areas to improve/action including the levels and effectiveness of contract challenge;
  • Highlight duplication in contracts/services where contracts could be consolidated/terminated;
  • Recommendations to improve contract management function organisation (including collaborative working);
  • Gaps/areas to improve in relation to governance, operations and reporting;
  • Other observations/recommendations for improvement including leadership, ownership and accountability.
